The Alliance was started by John Morgan of Penylan. The objective was to provide a friendly but competitive environment for bowls with  the emphasis on participation rather than achievement of a prize or league position.

All bowlers are eligible to play if selected but as many fixtures take place on weekday afternoons, the bulk of players are drawn from those who are retired or in some other way free of the constraints of work.
